A national plan in Egypt has to reach past the largest cities
Most advertising money concentrates in a couple of metropolitan areas, and most agency case studies come from there. Yet a very large share of the population, and a growing share of consumer demand, sits in the Delta governorates, the coastal cities, the canal region and the southern governorates, where income levels, media habits, dialect colour and what people are willing to buy online all differ.
A plan built entirely on metropolitan behaviour will overprice its audience and misjudge its offer. The practical fix is unglamorous: separate the geography into tiers, set different expectations for each, and test the offer rather than assuming it transfers. Ask a prospective partner what they have actually run outside the main urban centres, because many have not.
Who the heavy advertisers are, and why it matters to you
Property developers, private education providers, telecom operators, banks and pharmaceutical companies dominate national advertising. They spend continuously, they buy large volumes of social and video inventory, and their seasonal pushes lift auction prices for everybody, including small advertisers in unrelated categories.
That concentration also shapes the talent market. Agencies here are deep in high volume lead generation, long telesales funnels and brand campaigns built for those industries. If you sell something different, a niche business product, a subscription service, an export oriented brand, check whether the team has done it before rather than assuming the skills transfer neatly from a property launch.
Creative has to survive a small screen and a slow connection
Consumption is overwhelmingly mobile, connections vary widely outside the main cities, and data cost still influences behaviour. Heavy video, bloated landing pages and image formats that were signed off on a designer's desktop will quietly lose a large part of the audience before the message arrives.
- Design for sound off viewing with legible captions, since a large share of feed video is watched silently in public.
- Hold landing pages to a strict weight budget and test them on a mid range device over a weak connection, not on office broadband.
- Produce vertical first and crop outwards, rather than cutting a horizontal film into a vertical frame at the end.
These sound like production notes. They are the difference between a campaign that reaches the intended audience and one that reaches only the part of it with a new handset.
Data protection now carries a compliance layer
Personal data rules impose consent requirements, obligations on how records are held, restrictions on transferring data abroad, and licensing or registration duties for organisations that process personal information at scale. Direct marketing messages need permission, and permission collected through a bundled checkbox is weak ground.
For a marketing programme this means the lead capture form, the customer relationship system, the creator agreements and the reporting exports all need a compliance view before launch. Ask which lawyer or in house specialist the agency uses, where the database is hosted, who inside the firm can export it, and what happens to the records at the end of the contract. The liability follows the advertiser, so vague answers are your problem rather than theirs.
Hiring a team rather than buying a campaign
A growing part of this market is not campaign work at all. It is embedded capacity: a performance buyer, a designer, a video editor and a community manager who function as an extension of a foreign marketing department, working the client's hours and using the client's tools. Cost levels and a large pool of English speaking graduates make that model viable, and several firms here are structured around it rather than around retainers.
It is a genuinely different commercial arrangement. Price it per role rather than per deliverable, agree working hours and holiday coverage explicitly, set a notice period for replacing a named individual, and expect to invest real management attention. Teams left unmanaged drift towards busywork regardless of how capable they are.
Contracting, invoicing and getting money out
Media is bought in local currency, invoices are issued by a locally registered company, and value added tax applies to advertising services. Foreign clients without a local presence normally have the agency fund the platforms and bill them offshore, with a margin and an exchange rate assumption attached.
If instead you intend to operate here directly, the questions widen to company formation, banking, payroll obligations and the rules governing repatriation of funds. None of that is an agency's job, but the agency you choose should be able to describe how their existing foreign clients handle it. A firm with no such clients will learn on your account.
Where a nationwide programme usually breaks
Three failures repeat. Advertising creates demand in places where distribution cannot serve it, so the leads convert badly and the agency gets blamed for traffic quality. Telesales capacity is sized for the current volume rather than the campaign volume, so response times collapse in week two and the cost per sale doubles. And a single creative concept is rolled out nationally when a second version, written for a different regional audience, would have carried most of the incremental return.
All three are planning problems rather than media problems, which is why the strongest local agencies spend the first weeks asking about your operations rather than your brand.
Evidence to ask for from an agency in Egypt
Ask for a client in your category and permission to speak to them. Ask to see an account structure and a reporting pack from a live engagement, with the numbers reconciled against the client's own sales data. Ask who writes the Arabic copy and whether they are employed or freelance. Ask how the team is staffed across your working hours. Ask what they stopped doing for a client because it was not working, since only people who measure honestly can answer that.
Settle the commercial basics in the contract: ownership of advertising accounts, business manager, analytics property and creative source files in your name, agency holding access; a clear notice period; and a defined handover format for data. Treat any promise of guaranteed rankings or fixed lead volumes as a reason to stop the conversation.
Verified profiles, sector experience and client feedback in the digital marketing agency directory make the first pass faster. If the work is concentrated in the capital, the city level listing narrows the field, while social media specialists and communications firms are generally better engaged under their own scope. When the shortlist is ready, request comparable proposals against one brief, one budget and one success definition.
